How our GPS fleet tracking software works:

For vehicle GPS tracking to work, four different types of technology must be present:

  1. The satellite constellation:

The Global Navigation Satellite System (GNSS) is a group of satellites that work together in space to provide navigation services. The Global Positioning System (GPS) is one of the constellations that make up the GNSS. This is what determines the position of a vehicle.

  1. A tracking device:

Hardware that’s placed in the vehicle and connects to the vehicle's On-Board Diagnostics (OBD-II) port to access vehicle data. Inside this hardware, you’ll find the GPS module, which is a component that receives satellite signals.

  1. Cellular network:

Tracking devices also have small microchip (SIM) cards in them, which are responsible for the cellular network connection required for the device to send data to the end-user platform.

  1. An end-user platform:

This is the cloud-based platform where fleet managers can view fleet tracking data. It can be an app on a mobile phone or a website.

Why Singapore fleets need it now

According to a report by the Land Transport Authority released on June 30th, Singapore has about 142,900 vehicles on the road. As the fleet industry expands, so do the laws surrounding traffic congestion, speeding, and vehicle purchases. As the fleet industry grows and rules like the speed limiter installations expand, fleet managers need more data on vehicles and how they're driven to ensure that drivers adhere to the rules.

Singapore rules and routes your fleet tracking software must handle

Singapore has several laws surrounding commercial vehicle road use. These laws are meant to bring order and ensure that commercial vehicles are practising caution on the road. A few examples of these laws include:

  • Road Traffic (Motor Vehicles, Speed Limiters) Rules
  • The Land Transport and Related Matters Act 2026

Through these laws come two new Singapore road rules:

‍

1. Speed limiter and speed warning device rules

At the beginning of this year, the LTA introduced the speed limiter law, where all heavy commercial vehicles with a Maximum Laden Weight (MLW) of 12,000kg and above must have speed limiter devices. These devices are meant to restrict engine power and ensure vehicle speed doesn’t go above 60 km/h. Failure to comply with this rule will result in heavy fines.

Through GPS units and telematics, fleet management software helps you track driver behaviour so you can see if drivers are abiding by the law and avoiding speeding. We at Cartrack even take it a step further by connecting you to speed limiter device installers.

‍

2. ERP 2.0 and OBU: What fleets must do before 1 January 2027

For many years, Singapore has had an Electronic Road Pricing (ERP) law, where drivers must pay a charge to use busy roads at certain times. The LTA recently announced an update to the law called ERP 2.0, where the system now monitors traffic congestion through satellite technology and processes the charge.

This new system gradually eliminates the need for vehicles to pass through gantries. For it to work, each vehicle must have an Onboard Unit (OBU) device, which replaces the in-vehicle unit (IU). The deadline for OBU installation is January 1st 2027.

The satellite system update allows for vehicles to be charged from anywhere instead of gantries. This means higher accuracy and a higher chance for fleet drivers to be charged for travelling in high-traffic areas. Fleet management software comes to the rescue by giving you route optimisation software, which plans routes for drivers to avoid traffic.

7 features to look for in GPS fleet tracking software

Every fleet requires different features, but there are some common ones that each fleet management software service provider must have. These are:

  1. Live GPS tracking
  2. Route optimisation
  3. Driver behaviour reports
  4. Fuel consumption reports
  5. Mobile app access
  6. Reports and cost control
  7. Driver privacy and data controls (PDPA)

Without any of these, you leave room for loopholes, defeating the point of getting an FMS in the first place.

Here’s what we mean:

1. Live GPS tracking, maps, and route history

You need to see where your vehicles are at all times. GPS units and fleet monitoring software make this possible. You’ll get map views of your vehicles and can access trip histories to see if drivers followed the routes you suggested. If there’s an issue, like a driver being in one place for too long during a drop-off, you’ll notice it quicker and can call to ask what the matter is.

‍

2. Route optimisation and job planning

As already mentioned, route optimisation software is the key to avoiding things like ERP charges, but the software has many other benefits. It helps drivers reach their destinations quicker (when needed) and use more efficient routes, saving you fuel. The software factors in things like delivery time windows, historical traffic patterns and road conditions to determine the best routes for drivers to take.

3. Driver behaviour and AI cameras

Driver behaviour plays a huge role in cutting costs, remaining compliant, and ensuring safety on the road. Through GPS telematics units, a fleet management system will alert you to aggressive driving habits such as speeding and harsh acceleration, as well as wasteful habits such as excessive idling. Paired with AI-powered cameras to monitor other unsafe habits like cellphone use, you’ll ensure that there are fewer accidents on the road.

‍

4. Fuel consumption reports

Fuel and fleet maintenance are two of the most costly expenses of running a fleet. GPS telematics devices also monitor fuel consumption by tracking the distance travelled, vehicle mileage, and the amount of fuel in the tanks. Through this, you’ll get fuel consumption reports.

‍

5. Mobile app and phone access

You don’t have to be in the office or open your desktop to check on your fleet. A GPS fleet tracking system should give your mobile app access so you can monitor your fleet from anywhere, anytime you please. The app should be easy to use and give you the same reports you would get on your desktop.

‍

6. Reports and cost control

A GPS fleet tracking platform should include reports on different things like vehicle usage, fuel, and road fines to help you control costs. For example, the platform should give you insight into which vehicles are over- or underused so you can balance the workload and increase vehicle lifespan. This also helps you see if you need more vehicles or if you need to downsize.

‍

7. Driver privacy and data controls (PDPA)

Another Singapore law that your fleet business must adhere to is the Personal Data Protection Act (PDPA), which is there to ensure companies handle a client’s personal information responsibly. The GPS fleet tracking system you choose should have measures in place to ensure your business adheres to this law.

Case study: Eminent Star Readymix Pte Ltd.

Eminent Star Readymix is a ready-mix concrete manufacturer that operates from three strategic plants: Sungei Kadut, Jurong Port, and Punggol. It has a diverse fleet of mixers, tankers, tippers, trucks and utilities. With operations divided across multiple departments and locations.

This company often encountered challenges with coordinating time-sensitive concrete deliveries while maintaining quality standards. They struggled to track vehicle locations and monitor driver behaviour. They also had issues with meeting cement delivery deadlines. Eminent Star Readymix also had high fuel consumption rates, which they couldn’t trace.

How we helped them:

1. AI dashcams and coaching platform

Our AI driver monitoring cameras can detect dangerous habits like fatigue, distracted driving, smoking, and seatbelt violations. It is through this that their drivers receive immediate audible alerts whenever they display such behaviour. The alerts help the drivers to quickly amend their behaviour before causing accidents. This system is also linked to our coaching platform, so these issues are addressed and drivers receive training to improve.

‍

2. Fuel level sensor alerts and consumption reports

They’ve also installed our fuel level sensors, and when paired with our GPS tracking software, this system gives them accurate fuel consumption reports and helps them with fuel transaction validations. This reduces the chances of fuel theft because drivers know their system can detect the signs.

‍

3. Geofencing on job sites

Eminent Star Readymix also has map views of their vehicles and the areas they cover. This has allowed them to create digital borders surrounding their job sites which are called geofences. Through this technology, fleet managers get alerts when vehicles arrive at the sites so they can prepare cement loads and ensure vehicles are loaded precisely when needed.

Frequently Asked Questions about GPS tracking systems for commercial vehicles

Do I still need fleet tracking if my vehicles have an OBU?

Yes, you still need GPS fleet tracking software even if your vehicle has an OBU. The OBU is for the ERP system only. It’s not meant to help you track your fleet’s location, and only the LTA will have access to that information. If you need fleet tracking data, then you must invest in vehicle GPS tracking software from a trusted provider.

‍

Can I track vehicles across to Malaysia?

Yes, the Cartrack GPS tracking system supports international roaming. This allows us to track your vehicles when they go across the country. You’ll have map views of your vehicles, no matter where they are, and we also conduct cross-border vehicle recovery at an additional cost.
